- Description: Providing a program to protect newborns from abandonment, the Safely Surrendered Baby law in California allows a parent who is unable or unwilling to care for a newborn to legally, confidentially, and anonymously surrender their baby to a hospital within three days of birth. The parent will not be arrested or prosecuted for child abandonment and can leave the hospital with no questions asked. A 14 day "cooling off" period is established if the parent changes their mind. Safely surrendered babies are given a medical exam and placed in a foster home or pre-adoptive home.
